    In the mid-1920s, a new road was being constructed to connect Phoenix and Prescott, passing through the towns of Congress and Yarnell. During this time, a man named Frank Wilhoit played a key ro
    le by building culverts for the road. He and his wife, Christina, later homesteaded the surrounding area, which would eventually bear their name.

    The Wilhoits established a small but vital roadside hub—Frank operated a gas station and garage on one side of the road, while Christina ran a busy restaurant on the other. Travelers passing through often needed a hot meal and auto repairs, especially since tires of the era struggled on gravel roads.
