In the mid-1920s, a new road was being constructed to connect Phoenix and Prescott, passing through the towns of Congress and Yarnell. During this time, a man named Frank Wilhoit played a key role by building culverts for the road. He and his wife, Christina, later homesteaded the surrounding area, which would eventually bear their name.

He and his wife, Christina, later homesteaded the surrounding area, which would eventually bear their name.
The Wilhoits established a small but vital roadside hub—Frank operated a gas station and garage on one side of the road, while Christina ran a busy restaurant on the other. Travelers passing through often needed a hot meal and auto repairs, especially since tires of the era struggled on gravel roads.
